"You are of one tribe, but were fostered in another. You might, for example, be an Uktena who has lived with the Croatan or a Croatan fostered to the Wendigo. You may choose your tribal Gifts from among those available to either tribe (although you receive no cost break on purchasing Gifts outside your true tribe’s with experience) and may learn skills usually only known to nations associated with the other tribe. Thus, a Garou who normally belongs to a woodland nation that subsists by hunting and gathering might learn how to cultivate maize when fostered to a southwestern Caern." (CS-125)

 

It is the opinion of the CBC's office that the merit "Intertribal Fosterage" was intended primarily to be used for the Purelander Tribes to create connections between their two tribes, especially after the actions of the Wyrmbringers scattered their people to the far winds. 

 

I've been seeing this merit used on over 10 other sheets org-wide with connections to tribes outside the Purelander genre. This merit makes sense from a Purelander Genre perspective. It does not make sense for the other tribes in most circumstances. 

 

I do believe that there is a time and a place for this merit to be used in other tribes, but it should be uncommon at best and thus I am asking to regulate it. For those who do not play changing breeds, this 1 point merit allows the PC to effectively have two Tribes, an Auspice, and a Breed list of gifts to choose from. We do not believe this merit used outside its core purpose should remain unregulated. It does not make sense at all for Fera to possess this merit, thus why I am disallowing it for Fera. 

 

I am grandfathering with this because many of the PCs who have this merit have been in play with this merit for some time and I do not wish to see their stories altered.
