Premise: Back in 2011 the Sabbat of South Eastern Ohio pushed into West Virginia and set up a base of operations in the small town of Moundsville, WV. Seeing the importance of controlling the Ohio river and the state's bordering it they set out to clear the City of Parkersburg, WV of its overwhelming Setite influence. After sacking three Setite Temples and driving them out the Sabbat set up Diocese in both Parkersburg and Huntington. With only two Cities left in Camarilla hands The Bishop's of the two cities coordinated with the leaders of several factions and the leaders of several other diocese two take Charleston from the Camarilla in February of 2017.
