In accordance with the OWbN Coordinator Bylaws, Section 3.C.
iii. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWbN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.
PROPOSAL
The book: "V20 The Black Hand: A Guide to the Tal’Mahe’Ra" was published in April of 2016. One of the new clans presented in this book was the Maeghar, a bloodline/clan that gets their choice of two disciplines from the sire's Clan, plus the choice of either Necromancy or Mytherceria. Maeghar are, by default, members of the Tal'Mahe'Ra, and require the approval of the Sabbat Coordinator as such. There should be no unapproved Maeghar in game-play as of this point, and for this reason, the proposal is presented without grandfathering.
This proposal adds an additional section to the OWbN Character Bylaws, Section 10 (Controlled Items) in order to add an entry to regulate the Maeghar. The summary is that all Maeghar need the approval of the Sabbat Coordinator (for TMR membership) and the additional approval of either the Lasombra or Giovanni Coordinator, depending on if Mytherceria or Necromancy is chosen. Additional approvals may be required if one of the chosen Clan disciplines is proprietary.
BYLAW CHANGES
The below items in RED will be ADDED to the OWbN Character Bylaws, Section 10: Controlled Items:

a. For Maeghar with Mytherceria rather than Necromancy - Coordinator: Sabbat and Lasombra
b. For Maeghar with Necromancy rather than Mytherceria - Coordinator: Sabbat and Giovanni
c. If one of the Maeghar's other two chosen Disciplines (inherited from the sire's Clan) includes a proprietary Discipline, then the appropriate Coordinator's approval shall be required, in addition to Sabbat Coordinator Approval or the approvals specified in items a and/or b above.
GRANDFATHERING
There will be no Grandfathering with this proposal.

I'm ok with PC's being Coordinator Approval, but how can STs run plot if all their NPC's are constantly the same level of approval? How can the plot to even introduce these things ever get off the ground?
