[Bylaw Revision] Gangrel Lore 5

I, Michael Gilson, Gangrel Coordinator, Hereby propose the following Bylaw Revision to the current Gangrel RnU.
Per Coordinator bylaws 3.C.III
iii.Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.
Proposal:
Gangrel lore is often spread in story circles and gathers. It is a mark of pride and one-upmanship amoungst gangrel to know more and tell the better story. They also lie, embellish, and creatively elaborate. This leads to a lot of contradictory and variant versions of information. At this point too many starting characters have Gangrel Lore 5. I would like to restrict Gangrel Lore 5 to Coord Approval for the following reasons:
So people with it know what they are talking about
So people can't definitely assert what the right answer is
Because as an oral tradition and not a book learning tradition it is a lot harder to obtain Gangrel Lore 5 than something that might be written down
This Proposal has no Grandfathering.

I would be in support of this if the no grandfathering was removed for the gangrel PCs and changed to a notify for gangrel and approval for non gangrel.
