Hey everyone,
Before elections are in full swing, I wanted to get this proposal out of the way. As some may know, some of the reward tiers from both BNS and Onyx Path kickstarters includes making your character "Canon." I know that there's at least a few OWbN players who have backed at that level, so there's likely to be a half dozen or more of these instances coming up where established PCs are now canon, published characters. I'd like to get this in place before any of those publications arise.
Actual proposal text follows:
----------------------
As CM for Providence, RI / Hidden Flame, I propose the following changes be made to §15.C.x.5 of the Character Regulation bylaws (under the "Published Canon Characters for Coordinators" section). Edits are in red.

As CM for Providence, RI / Hidden Flame, I propose the following changes be made to §15.C.x.5 of the Character Regulation bylaws (under the "Published Canon Characters for Coordinators" section). Edits are in red.
-
Published Canon Characters
for Coordinators
- Characters that have been published by White Wolf are to be automatically considered controlled by the appropriate Coordinator and are thusly exempted from voting requirements to use these unique characters.
- Should there be a conflict of custody of a published cannon character, the parties seeking joint control of the character may petition the Executive Team for mediation. The most typical result of said mediation if all parties have a legitimate claim will be a binding agreement made similar to the concessions made for Methuselahs in Character Regulation Bylaws Section 12.A & B. This binding agreement will then be logged with the Archivist for future parties to access.
- Council may object to the use of a particular published cannon character by a Coordinator, and may propose that it not be used for the remainder of the term of that Coordinator should there be significant concern by the Organization that the published canon character is not being used responsibly for the Organization.
- b. Existing player characters that have been later added to canon published material, through Kickstarter rewards or similar methods, are not considered Coordinator controlled. They remain playable as standard PCs and are exempted from voting requirements to use these unique characters.
