[Coordinator Bylaws] Changing Salubri Coord from Appointed to Elected

I, Jessica Karels, as Head Coordinator, propose the following:

Changing the Salubri Coordinator position from Appointed to Elected.

The listing for Salubri Coordinator shall move from Coordinator Bylaw 2.A. (Appointed Coordinator) to 1.B.ii. (Elected Coordinators - Clan Coordinators)

The next election for this position will happen at the next general election, or a special election prior to that should the position become vacated prior to the next general election.
