I Propose a change to Admin Bylaw 1.E, and sub-bylaws:

Reason for the lengthy edit (as opposed to my previous proposal), this spells things out a bit more easily, giving a bit more definition to house rules and what they're meant to be.  As well, it covers a loop-hole where house-rules currently cannot be more restrictive than other OWBN specific rulings.

E. House Rules
  I. The Storytellers have the right to craft a set of house rules for their chronicle; these rules should primarily clarify or re-interpret the core rules books of their genre. House rules may also be defined to set the style of play within the game. The core rules books will be used, except when specifically disallowed by these bylaws.
    1.House rules may not contradict the OWBN specific rules as specified in the bylaws or genre packets. House rules may address areas that are not covered in either of these places.
    2.House rules must be easily accessible. They should be placed on the web and/or at the check-in desk of games.

    2.  They may also be used to define or set the style of play within the game.
    3.  They may not contradict the OWBN specific rules as specified in the bylaws or genre packets.
    4.  They may clarify or re-interpret the OWBN specific rules to make them more restrictive than stated in the bylaws or genre packets.
