[R&U Bylaw Amendment] Risen to Change to Coord Approval

OWBN's Coordinator Bylaws, 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."
I Christian Debats, in my duties as Wraith Coordinator do hereby propose the following change to the Rare and Unusual bylaws.
Place “Risen” in 3.D.1
Due to the feedback from the survey our HC has gotten from players, STs, CMs, and Coords; I see no reason to bog council down with this type of vote. The Wraith coordinator is placed in office in order to make determinations regarding the Wraith genre. While it should obviously be rare it is within the Wraith Coords purview, and we suggest that the knowledge and skill with which to make this determination exists within this office.
