This proposal has been objected to by Fields of Rage, Hidden Flame, Front Range Sabbat, and Sacramento by Night . As such, it is being brought to Council Vote.
OWBN's Coordinator Bylaws, 3.C.iii. state: "Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion."
I Christian Debats, in my duties as Wraith Coordinator do hereby propose the following change to the Rare and Unusual bylaws.
Place “PC Supernatural to Wraith” in 3.D.1
Due to the feedback from the survey our HC has gotten from players, STs, CMs, and Coords; I see no reason to bog council down with this type of vote. The Wraith coordinator is placed in office in order to make determinations regarding the Wraith genre. While it should obviously be a rare occurrence for a Supernatural character to become a wraith, that such determination for NPCs is already within the purview of this office, and we suggest that the knowledge and skill with which to make this determination regarding PCs also exists within this office.
Note: I would require the support of the PC’s home HST and the HST of the game the PC died in if applicable.

Allentown, PA - USA, Steel Valley by Night | Against | While it should potentially be possible for the story of a PC to continue after death, there are wildly varied opinions on what should happen to the sheet of any PC that dies and becomes a wraith. Were this prop to set standards in addition to the R&U change, we would give further consideration. As it stands, there are too many what if's and not enough answers set in stone for us to support this prop. |

Lexington, KY - USA, Panders Playground | Against | We do not support the idea of a single office being in charge of recycling every character that dies, especially with the proposed change to Risen side by side. We believe it would not be long before the standard lifecycle of a character became: Supernatural X > Wraith > Risen. This comment has been revised 1 time. AHC 1 | Against | While the spirit of this prop is not something I am against, it's the concept presented. Several issues would need acknowledged and redefined to a proper Org standard. Character creation that doesn't take away from established Wraith players who did not start off from another genre. In spirit of respecting a player's genre and not dropping newborn wraiths with 100s of abilities and other various traits right in the middle of their genre, I am against this prop. If one of these player characters were vanquished in player versus player, they get to come back as a wraith with mitigated loss by losing only their disciplines potentially? Absolutely absurd. Too much faith is expected from this prop for the little detailing it provides. Wraith was not intended to be the transitional genre for players who lost their characters simply because it is rare possibility. Vampire players need a vote to change their clan. Why shouldn't they require a vote to change entity type? |
