This is a Genre Coordinator Genre Proposal, and needs no second or vote unless there is an objection from Council.
I propose the document attached be considered the tribal genre packet for the Shadow Lord tribe. The genre packet addresses OWbN history, tribal structure, tribal camps, as well as specialized issues with the tribe.

Los Angeles, CA - USA, La Sangre De Los Angeles | Abstain | we a vamp game |
Iowa City, IA - USA, Fields of Rage | For | While secret societies and Hakken give the game a great amount of flavor, they are best left in the background much akin to a boogeyman for the Tribe. By letting PCs become members of these incredibly rare groups, we go against genre by reviving them. This is the time to take a stand and let the groups pass into non-PC genre, or we will always have one last Nidhogg or Mask. |

Harrisonburg, VA: Death in the Valley | For | The two camps that are not allowed as PCs are, by the latest edition of the tribebook, dead. Hence, PCs should not be a part of a by canon dead camp. There are currently no PCs part of either camp, but STs have allowed people to be a part of them before... |
Iowa City, IA - USA, L'Ange Noir | For | one would like to assume common sense would be enough and we could asume that no st would give permission for a pc to be part of camp there would be no reason for them to join. But since we don't live in a world where common sense gets used often enough, there is a need to say no in the genre packet. |

Chronicle/Position Unknown | Against | We dont feel that camps or Secret societies are something that should be handled on a coord level. Much like paths we think that this is best delt with by the person that knows and understands the pc and has seen his/her RP first hand, the individual games STs. |
