Esteemed Council Members,
I propose to make custom combo disciplines fall under the Rare R&U Category. Custom combo disciplines shall be defined as those combination disciplines created by a player or storyteller for use in game for PC or NPC use.
If an NPC teaches this custom combo discipline to a PC, that discipline shall go to vote as though the power was created by the PC.

To sum up our game's opinion, we feel that custom powers - whether combo or not - should be regulated per R&U. Those in our game who voted against this prop were in favor the concept, but wanted a better wording of the prop with more clearly defined terms. I believe Chicago would support a re-drafted proposal of this same concept, should this vote fail. |
Fredericksburg, VA - USA, Caine's Chosen: Liberty in Death | Against | I dont have enough space to list the reasons we voted against this prop. among them is simply the fact of this being the second prop from the same rep and as such we had little or no desire to discuss it to any extent as it seemed nothing more then one game trying to enforce there ideas on other games. I have yet to hear of a single instance of this being abused. it may have been, but supporting evidence listing when and where wouldve been helpful. If this is resubmitted with supporting evidence listing what problems these powers have caused, what those powers were and where they came from(ie home game) and was the only prop from the rep that week it might warent further discussion. |

While there may have not been any large abuses of player created combo powers, there is still a strong possibility of it happening. Any Combo power that isn't in the printed material should really be going through council as it is. Currently there is no regulation on these powers and that just isn't right. Heck we more heavily regulate Inceptor powers for thin bloods than we regulate Custom Combo Powers. Though these powers can be regulated within each game, council should still get a look and a say about them. |

Because if we are going to take away Elder Powers for all games, why allow custom combo disciplines? At least this makes them harder to come by.
