I propose the following be added to Character Regulation Bylaws 9.iv
Rogue Necromancers
These shall be defined as any character that posses Necromancy out-of-clan. Clans that have rules laid out for them for learning Necromancy through Genre Documents are exempt from this classification (ex. Samedi, Serpents of the Light, ect.) Rogue Necromancers will fall under the purview of the Giovanni Coord.
