Proposal Type: Bylaw Revision

Closing: 23-Sep-2003 1:00AM EDT
Proposal:
Based off of the polls (see: Vote: ControlPoll, and Vote: genrepoll) I believe the following is a way to bring about more central authority and give the Coordinators more power to create and enforce genre.
For reference, the entirety of the by-laws section on Genre Coordinators is first. Proposed changes follow. And lastly the entirety in its re-written form.

Saint Paul, MN - USA, Obsidian Towers | Against | I agree the Coord need more power, and some easly understood limits, but the wording on this vote is poor and would like to see better before agreeing to it. |

San Francisco, CA - USA, Always Comes Evening | For | Genre Coords are the ones to enforce genre. If by asking questions, reading their app, voting for them, deciding to work with them you don't think you can trust them, vote of no-confidence them out or learn to share. |
Fargo, ND - USA, Within Shadow's Reach | Against | The powers this would give to the coords are far to broad. As for trusting the coords; Can I trust them to work together throughout their term? Nope, saw that this year when the started screaming at each other and refusing to work together. Can I trust them to avoid open Coord Vs Coord flame wars on the Council list? Nope, just look at some of the pre-conclave posts to the council list by a few of the coords. Can I trust them to hold the position they were elected to and perform the duties they agreed to? No, over this past term it seems like every few weeks another coord steps down. Can I trust them to work with Council and the Majority of OWBN Storytellers to develop plots related to their clans which will potentially effect the majority of the chronicles in OWBN? No Can I trust them to select Subcoords who will Activly work with the Storytellers in their regions to develop and coordinate regional genre, and plots related to their clan? No, in fact I've never been contacted by the Majority of subcoords who supposedly exist in my region. In fact, most of these subcoords are so invisible (in what should be a rather public position wihin the regions they are responisble for)I don't even know the names of most of the Subcoords for my region. Can I trust the Coords to conduct themselves in a manner (at least in relation to game) that will keep them from being brought up for disciplinary actions? No, we have very few people who come up for disciplinary charges in OWBN, and over the past year, a disturbing percentage of that population has been people in Coord positions. If I can't trust them to work together, stay out of Disciplinary trouble, select active subcoords, and actually hold the position they were elected to, why should I trust them with more power? |
Cleveland, OH - USA, Carpe Noctum | For | I wish this proposal had come at a different time when it would have received more attention. |
Columbus, OH - USA, Columbus in Darkness | For
Springfield, IL - USA, Capitol City Cauldron | Against
Washington, DC - USA, Shadows on the Mall | For | What the hell. Vote subject to change at whim. |
Phoenix, AZ - USA, Secundus Surrectum | Against
Kenosha, WI - USA, Memento Mori | Against
Green Bay, WI - USA, Shattered Dreams | Against
Gimli, MB - Canada, Sang Nordique | Against | I just don't like the wording of this particular vote. |
Iowa City, IA - USA, L'Ange Noir | For | We elect coords for a reason, might as well let them do their jobs. |
Northern Virginia, VA - USA, Night Falls | For
Edwardsville, IL - USA, Caught in Eternal Twilight | Against | We do not necessarily trust all OWBN coords as soon as they are ordained, err... I mean elected. More to the point, we do not necessarily trust that in the future Coords we trust will be elected by this Organization. We look at Financial Coords who got booted becaues they incurred a OWBN Strike and a Ventrue Coord who quite under a disciplinary cloud. We see two other coords, Gangrel and Tremere, wo left mid term. We see no consistancy in the offices and far too much potential for abuse or agenda advancing. We also see an experienced HC about to retire to be replaced by God knows who. We vehemently oppose giving broad, sweeping powers to any Coord by office when we cannot see any guaranty that such powers will not be used poorly or improperly. We vastly prefer that ineptitude, ignorance, and personal agendas be limited by limited powers rather than be excerbated by broad powers. With all respect to Iowa City, we feel that the Coords are sufficiently empowered to do the jobs for which reason we elect them as it stands. The only reason to require more power would be for its own sake or to begin to do actions which exceed their jobs, not to do them. |
Chronicle/Position Unknown | For | This is how council does genre. If we trust them enough to let them essentially run a clan we should trust them to do their job. |

Chronicle/Position Unknown | Abstain | I'm feeling all wishy-washy on the votes that have come up lately...they just aren't as cut-and-dry as they usually are. Regardless, I do think we should give more power to the coords. Upon reading this over again, I find not that I disagree with what is trying to be passed here, but more that I am unsure of the wording used. It doesn't seem clean enough to me, hence my wishy-washy-ness from above. |

Chronicle/Position Unknown | For | I've always made it my policy to trust the Coordinators to Coordinate their area. It's their job. If one of them does something out of line, Council can step in. None of the new powers are seriously abusable, and the ultimate decision still lies with Council, as it always has. |
