Genre Proposal: Management of Koldunic Sorcery & changes in R&U categories

In accordance with Coordinator Bylaw 3.c.iii
Clan and Justicar Coordinators must pass before Council any plot,
enforced policy, or binding edict they wish to use which they can
reasonably expect to affect multiple chronicles and these proposals
need not be seconded, but go immediately into discussion. If no
opposition is voiced during the week of discussion, the proposal is
considered passed and enforceable. Once passed these are considered
binding to all chronicles and a chronicles refusal to adhere is
grounds for OWBN disciplinary measures.

PROPOSAL:

Koldunic Sorcery will be changing with the approval of the upcoming, and soon to be submitted, Koldunic Sorcery Packet. In order to best tailor this packet to the current needs and desires of the player base, I propose the following, until the new Koldunic Sorcery Packet is approved:

1) Submission of character sheets, and backgrounds when available, for all active and inactive characters (PC and NPC) that have Koldunic Sorcery to the Tzimisce Coordinator.
2) Requiring all Koldunic Sorcery Notification, in order for them to be approved for active play, to send a copy of the character and background (when one is available) to the Tzimisce Coordinator. If the sheet is not received by the Tzimisce Coordinator, it will have to be submitted for Vote on Council.
3) Set the R&U rating of Rogue Koldunic Sorcerers to Rare (ie requiring a majority vote by Council to become approved for active play).

Aging:

This proposal will cease to be active when the new Koldunic Sorcery packet is approved or the end of the present (2005-2006) Tzimisce Coordinator term of office, whichever happens first.

Grandfathering:

There will be no grandfathering for this proposal.
