I recommed the following be added to the Character Regulation Bylaws.
Proposal
The Inner Council
As there are no fixed set of coordinators that represent the Inner Circle in OWBN, the OWBN Council will vote on all decisions that would originate from the Inner Circle. Such decisions include but not necessarily be limited to:
Appointment of Justicars.
Declaring a Kindred Anathema.
Appointment of Alastars that have not felled an Anathema.
The awarding of Trophies to Alastars.
Punishment of any Alastar.

Chronicle/Position Unknown | Against | I do like the idea that any appointment, or change in Justicar requires a vote, but since it already requires a genre proposal, any CM has the chance to object and force a vote. The other things explicitly on the list are mostly genre-proposal worthy as it is as well, or already have a procedure attached to them. The only ones that don't are the appointment of Alastors, the Trophy, and the Punishment of Alastors. The first shouldn't really be a problem, since all Alastors are NPCs, whether they start as PCs or not. The only problem would be if the PC didn't kill an Anathema and the player doesn't want his/her PC to be an Alastor, but s/he gets appointed. That shouldn't happen very often, but if it does, I'd be all for the player objecting, and that objection bringing the issue to a vote. The Trophy issue isn't that important, since it's one NPC (the Justicar) giving stuff to another NPC (The Alastor or group of Alastors that took out the Anathema). The last is similar, it's one NPC or group of NPCs punishing an NPC, where's the problem that requires any of these things to be voted on? Honestly, I'm for the Cam Inner Circle being synonymous with the OWBN Council, but against the specific list of things contained in this proposal. This proposal would have been great without the list. |
