) Genre Co-ordinators must pass before Council any plot, enforced policy, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion. (1) If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. G) Any character that changes Classification due to the Classification being changed shall be considered grand fathered to the new Classification, and shall not require any further action by Council to approve them.
i) This only applies to characters that change category due to Coordinator or Council action, and not to new characters or characters that undergo changes to their sheet.
ii) There shall be a 30-day grace period to submit information to the archivist for any character that changes classification due to the classification being changed unless otherwise stipulated in a classification change vote.
8.D.i and 8.D.ii state that, "A catalog of all converted paths and rituals within One World by Night shall be made available to the organization." "This catalog shall include full text descriptions of all paths and rituals contained therein."

With the support of my boss, the Sabbat Coordinator, I would like to propose the following attachment become a Genre Standard in One World by Night as the Infernal Packet, which includes rules for Infernalism, Demons and Dark Thaumaturgy. The sources used most heavily in the creation of this packet were: Infernalism - The Path of Screams, Devil's Due and Sins of the Blood. Other sources include: The Storyteller's Guide to the Sabbat and MET: Sabbat Guide Revised. Materials are cited and the packet follows Dark Spiral's system for fan material, including a word count within Dark Spiral's requirements and as per White Wolf representatives.

In addition, since it's original admission, this Packet has gone through HEAVY revision after its submission and subsequent objection. Requirements for Summoning and Binding as well as clarifications for Demon Lore, Infernal Lore and Demonology have been added. Information concerning Demonic influence over the various Creature Types of the World of Darkness as well as Demonic Manifestations have been added. Also information concerning just what sort of a spirit a Demon is and where exactly Hell sits in the realms beyond the physical have been updated as well. This also includes altering Coordinator Control over the Packet to include the various Coordinators of non-Vampiric Genre. Also, the most resounding complaint, the high cost of experience for Dark Thaumaturgy has been lowered to a more appropriate, book-based experience cost.

This packet is being introduced with a No Grandfathering Clause, therefore all Demons and Infernalists will have to comply with the requirements of the Packet and be submitted to the Sabbat Coordinator or the appropriate Genre Coordinator for approval. Seeing as how there are numerous beings associated with Hell already in play, all cases will be dealt with on a case by case basis. So long as the beings, be they Demons, Infernalists or otherwise, comply with the Packet's requirements, their readmission and availability for play should be seemless and quick. There's no reason to prohibit properly written sheets from being put back into play virtually immediately.

Finally I would like to thank all those out there who've assisted in this packet's creation, it's been a good long haul, and it's taken a lot of help from everyone involved to get it done. As well as those who've helped with critiquing as well as providing information to format it for Dark Spiral's standards. This also includes the Coordinators who've given their support and feedback on the Packet.

And finally, the edits have been made. Errors pointed out by several members of Council have been edited, fixed and/or clarified, including Lores NOT requiring any sort of approval. Also, a TON of sections concerning Approvals have been changed. It boils down to NPCs require Council Notification and PCs require Coordinator Approval. Certain powers that required Approval have been changed as well including Forsaken and Rebirth.
