[BYLAW ADDITION] [SECOND] XP Requirements for Additions to Character Sheets

I, Todd Rix, as CM of Orlando: Magic Kingdom, hereby propose the following addition to the Mechanics Bylaws:

Add:

2. All Characters

a. All PCs

v. Items permanently added to a character sheet via unusual methods must always be purchased with XP if possible.

1. This includes traits, willpower, tempers, merits, or other normally purchasable items from sources such as (but not limited to) Biothaumaturgical Experimentation, Viscissitude, Fallen Lores, and Mage Spheres.

2. Allowed XP cost reductions can be applied to this purchases, as per Character Bylaw 3.e.ii

Although uncommon, there's technically no binding mechanical requirement that this be done. There's a handful of powers out there that add things to a person's sheet permanently, and getting things added to your sheet without spending XP is historically pretty frowned upon (in addition to it being against the spirit of the rules).
