THIS PROPOSAL HAS THE POTENTIAL TO AUTOPASS.

I, Adam Sartori, in my Duties as Sabbat Coordinator of One World by Night propose the following edit for the Sabbat Faction Packet.

3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

Duty:  The Moderates Faction hold a special place and job within the Sabbat.  The Faction holds a representative council of its members that all Sabbat may approach.  This governing council of Moderates known as, The Assembly, exists for Sabbat to bring forth any sect issues or sect practices they need to be addressed by the Sabbat as a whole.  If the Assembly reviews an issue that needs to be addressed by the greater Sabbat clergy, they may bring it forward to the Consistory for review.  This is usually done in the form of organizing and bringing forth the annual Ecumenical Council topics, however, if there's an emergency issue the Assembly may bring it forward immediately to the Consistotries attention.

This allows members of the Sabbat who are not clergy to submit topics, should The Assembly deem the issue worthy. However, if there's an emergency issue the Assembly may bring it forward immediately to the Consistories attention.

Reasoning: This was misunderstood as the Moderates running Ecumenical Council, which is not the case. Ecumenical Council is run by the Regent who has traditionally delegated it to the head of the Ecclesiasticals (now Orthodoxy).
