3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

Here is the changed version, I have copied and pasted the text of the portion that was in contention. I hope that it is satisfactory:
"Each rank, save for the Magisters and Acolytes, is further divided into seven levels called “circles of mystery.” One's circle of mystery can be determined by many factors unique to the magi and the chantry that they find themselves in. A Magi may find success rising in the ranks by showing thaumaturgical prowess, capability in leadership, managing to undercut competitors or just plain favoritism. Conversely, a Magi may find that they are demoted for any number of reasons, not limited to failure. While demotion can be used as a punishment, Magi may find that their chantry needs to rearrange the circles of mystery of its occupants in order to better organize their skills and prioritize the needs of the chantry. Ranking systems and decisions can be as unique as the chantry that the Magi belong to, at times. Further, the circle structure does not lend itself to simple authority. An Apprentice of the 7th Circle is not “in charge” of all Apprentices of lower circle than them unless their superior, the Regent, tells all of the Apprentices that this is the case. A Regent from one region may not demand obedience or submission from a Regent in another region based purely on which circle they belong to, unless a mutual authority has commanded this of both of them. An advantage of this system is that a given Chantry may be run the way the Regent sees fit, allowing for flexibility and adaptation to the unique needs of a given region. The disadvantage that this may cause is conflict in cross-regional discussions of rank and authority, however this is mitigated by deferring to higher ranked individuals until a point of mutual authority is reached who can dictate how the conflict should resolve."
This write up emphasizes that Chantries may work with ranks in the way that best fits their chantry, and can be adapted to the unique needs of a given region. It also clarifies a point of contention that has come up, in that it explicitly says that individuals of a higher circle, from outside your own chain of command, are not necessarily authorities over you, but rather that conflict should be deferred until a mutual point of authority is reached, if necessary.
