[AUTOPASS] [BYLAW REVISION] Arcane Binding Merit

I, Drew O’Hair, as Tremere Coordinator hereby propose the addition of Character Bylaw 10.m.ii.43.a.v:

43. Any Tremere with Tremere specific Merits/Flaws - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Tremere

a. Merits:

i. Embraced Without the Cup

ii. Natural Vicissitude

iii. Secret Society Member

This references the Tremere specific merit from V20, Lore of the Clans p. 218, and excludes the merit of the same name from Vampire by Gaslight.

iv. Unmarked Antitribu

v. Arcane Branding

Reasoning:

It has come to my attention that there are individuals who would like to create and then purchase the "Arcane Brand" Merit from BNS's MET system. The Arcane Brand Merit functions as per "Magic Resistance" but with the exception that it does not protect against Hermetic Thaumaturgy. This is a Merit which would be applied to Gargoyles so that they would be hearty against opposing thaumaturges but not be able to resist Tremere thaumaturgy. 

While Magic Resistance is, in the current org, not a very daunting thing, I believe that it would still be appropriate to control this. The individuals seeking the merit have been very patient in waiting to apply this until after I've had a chance to propose that it be controlled.
