[AUTOPASS] [PACKET] Dur-An-Ki packet update

I, Beth C, in my duties as Assamite Coordinator of One World by Night, propose the following packet for the Assamite Genre. 3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

Changes: Some paths and rituals have been added (similar to other packets). Some common custom content has been added to the packet. More depth has been added to various topics involving the ladder of heaven. Subgroups and cults have been given some updated rarities to better reflect their current status.
