[AUTOPASS] [BYLAW REVISION] Addition to Character Bylaw 10.e.xi - Supernatural Metals - Syir

I, Todd Rix, propose the follow addition to Character Bylaws 10.f.i.7
Pursuant to Coordinator Bylaw section 3.C.iii: Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
This Proposal adds Syir to the list of restricted materials, given that the creation of Syir has been lost to the Abyss and basically anyone left who knows how to make it is probably an Earthbound and/or insane by now.

Justification:

Syir existed primarily in the Age of Wrath / war in heaven. The process to create it has been basically forgotten, and it was only ever made by one House to begin with. Heaven also went out of its way to destroy as much of it as possible, so it's not like it's just laying around.
There shouldn't be that many people walking around with it.
