[AUTOPASS] [BYLAW REVISION] Addition to Character bylaws, Out of Clan Vicissitude for Non Sabbat

I, Derek Howard, as Tzimisce Coordinator, propose the following addition to the Character Bylaws:

10.m.vii.91.Out of Clan Vicissitude for Non-Sabbat members – PC: Coordinator Approval – NPC Coordinator Approval – Coordinator: Tzimisce

Rationale:
This is a topic that has been discussed for quite some time. I will admit that I have been resistant to it as I am a firm believer in players being able to make the right calls for their PCs. That said, the org has changed and as we move away from CvC and even NPCvC, some of the consequences of actions are less realistic. As such, I feel it is time to make this regulation.

Additionally, I am working on a plot that will address the proliferation of Vicissitude on an in character level. I am hoping to have that posted in the next couple of weeks.

To address previous concerns about a census first, I considered that, but in the past it has never given me an accurate snapshot.

Due to the fact that there is a forthcoming plot I will be granting Legacy.
