I, Michael Flickinger, CM for Bridgeport propose the following edition to the Character Bylaws:

6. Glass Ceiling
a. Vampires are restricted by the following
vi. PCs, who are not Abominations, may never possess, use or have Changing Breed Gifts by any means.
vii. PCs may never possess, use or have Changeling Arts by any means.

viii. PCs may never use more than 5 retests on a single challenge. Charity retests are not impacted by this limitation.
ix. PCs may never have more than 5 points of damage reduction on a single attack. This does not impact immunities or armor.

To start off, I just want to mention that this is ONLY impacting Vampire PCs. The changes here are much needed for the overall balance of OWBN in general, but especially the vampire genre. These changes will help with the current power creep, ever expanding PCs sheets and the fact that we are using an extremely old system which was not made for sheets that many PC sizes have gotten to. This helps sheets of all sizes, but especially new players and those new to national plots, to be able to/continue to stay competitive. While at the same time trying to help make sure and ensure that combat does not get dragged on by endless amounts of retests, etc. The damage reduction cap as mentioned does not apply to health levels from armor or powers/merits, etc which would give you immunity to that damage type. Finally, should we find that a limit of 5 is too narrow, I would like to mention that we can always return to this prop (should it pass) in 6 months/1 year, etc to increase the limits. The charity exception to the retests is obviously not to punish people who wish to help out charity. Especially since those can't be used in PvP/CvC.
