[AUTOPASS] [BYLAW REVISION] Character Bylaw updates for Sabbat Factions

I, Adam Sartori, in my Duties as Sabbat Coordinator of One World by Night propose the following changes to the OWBN Character Bylaws for the Sabbat Genre.

3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

Hello OWBN Council!  I am largely deregulating Sabbat PC membership into the Sabbat Factions on a Local Level from Coordinator Notify to just Storyteller Approval.  I have found most games and players don’t actually do notify and it's an unneeded additional step that creates more work for games and the archivist.  As such, it's not a terribly useful tool…so I want to ditch it!  Now in order to do that, I had to make sure the Occult Underground School of Ah Nakom stayed regulated, and the Cult of Lilith remained Notify (THAT ONE, we should really keep track of). 

Translation:  Less work for STs and Players in OWBN Bureaucracy. I had Legacy Apply, but there really isn’t much that shouldn’t be logged already for the Ah Nakom or Bahari since that’s not a change…its just a reorganization and clarification.
