[AUTOPASS] [BYLAW REVISION] Update to Satellites paying dues for year created

I, Chase Jelliffe, as Assistant Head Coordinator, hereby propose the following change to Administrative Bylaw 5.C.i.1.a:

Administrative Bylaw 5.C.i.1.a Before:

3. Dues and Allocation

   1. Dues shall be set at $20 USD per chronicle per year, and $20 USD per satellite chronicle per year. Dues will first be set aside for the yearly OWBN server and banking/paypal costs. Dues must be paid by January 31st of each calendar year.

      1. Probationary chronicles are not required to pay dues if they are in their admissions process.

         1. When a chronicle becomes a full member of One World By Night, they are required to pay dues starting the subsequent calendar year.

         2. Chronicles placed on probation after already having achieved full membership in OWBN are still required to pay dues.

Reasoning: If full chronicles aren’t required to pay the year they become a full chronicle, it's only fair that satellite chronicles aren’t either when they are originally created.
