[AUTOPASS] [PACKET] [BYLAW REVISION] Ravnos Packet updates

I, Will Lee, propose the following packet and bylaw changes. This has the potential to auto-pass, does not require a second, and has nothing that alters legacy.
Character Bylaws

Why again!
This one does only small things. Typos, formatting, adding;
Returned Mentor (Plot, already passed)
Minor changes to the Renascut Merit that gives more to the Ravnos over a standard DoD, and explains how existing Ravnos can become one (making them one of two people able to actually teach magic to each other)
Verbiage on the Cult of the Lost that I forgot (Lasombra coord knows!)
Removed a small requirement on the Alchemy Guild to help the player base
Added a custom ritual to give mechanics to Danava Ally (hoping to get more anti for this, working on that in my brain)
Fixing CoH requirements for Buryat
The big one:
Fae Legacy affinity to replace Fae Threads since it no longer works for vampires. I made a new one, because non vampires (which I often have to remind people this is not a vampire specific genre) can still have the old one. This is based on numbers of existing options from people who had Fae Threads, and the affinities from 1st ed. I made sure they were all mechanically weaker than the arts that were once represented by.
