[OWBN-Council] [TERRITORY] [AUTOPASS] Coord territory request -Switzerland & Lichtenstein

I , Marcus Glowczak , in my Duties as Brujah Coordinator of One World by Night propose the following area as Camarilla Coordinator territory. This prop has the potential to autopass.

Coordinator Bylaws 3.C.iii.5 states:

Coordinators may lay claim to territories in order to preserve or uphold the status quo established by the canon material, or due to Council-approved plot-lines or other such world-events

Claiming new or modifying existing territories is considered something that affects multiple Chronicles and must be brought to the OWbN Council regardless of other proposals.

Coordinators may propose sole control of a territory, or joint control with other Coordinators, specified in the proposal.

After a territory claim has passed a vote of the OWbN Council, the territory will be added to the Territory List posted on the OWbN website.

Each claim must include the proposed levels of restriction for each category of the territory. Following Meta -Plot Update for the Brujah Genre . 3 .C .iii .Genre Coordinators must pass before Council any plot , R &U bylaw revision , R &U named characters , Coordinator -NPC Character Resurrections , territory requests , in character enforced policy , or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded , but go immediately into discussion .

I propose the following update to the in -character location of Switzerland and Lichtenstein which will also cause the following changes to Switzerland and Lichtenstein :

Switzerland and Lichtenstein are part of the Domain of the Prince Guillaume with the following two cities Saas-Fee and Zermatt Switzerland being home to the Inconnu of which he is a member. This is to also make those two cities joint control with Lou Michalek the Camarilla Coordinator

This proposal will not or change the status quo for the following two locations:
Switzerland - Sept of the Mountain Springs : Remains as status Quo, and controlled by the Changing Breed Coordinator's Office
Switzerland - The Black Monastery: Remains as status Quo, and controlled by the Sabbat Coordinator Office

Reasoning : Canonically this has been held by Prince Guillaume a few years after his embrace in 515 AD. These two countries have never left his control under his Imperial Praxis since then and are all ruled by him and his Childre who serves under his Praxis to control the area as commanders to him. This is handling the bookkeeping that has never been done for this region which has been used by the Brujah Coordinator's office for decades and assumed to have already been logged. This also allows the Camarilla Coordinator's and Brujah Coordinator's office to have a dedicated territory for the Inconnu which is also by book in modern times since Guillaume is a critical figure in that genre and Prince of those two Countries.

The Coordinators' Statute, item 3.C.iii.5, establishes:
Coordinators may claim territories in order to preserve or maintain the status quo established by canon material, or due to Council-approved plots or other similar world events.
Claiming new territories or modifying existing territories is considered to affect multiple Chronicles and should be brought to the OWbN Council independently of other proposals.
Coordinators may propose exclusive control of a territory, or joint control with other Coordinators, as specified in the proposal.
After a territory claim is approved by a vote of the OWbN Council, the territory will be added to the Territory List published on the OWbN website.
Each claim must include the proposed levels of restriction for each category of territory.
This proposal follows the Meta-Plot Update for the Brujah Genre.
3.C.iii. Genre Coordinators must submit to the Council any plot points, R&U revisions, R&U named characters, coordinated NPC resurrections, territory requests, in-character policies, or in-character binding edicts that could reasonably be expected to affect multiple chronicles. These proposals do not require a second proposer and go directly to discussion.

I propose the following update to the in-character localization of Switzerland and Liechtenstein, which will also result in the following changes for those regions:

Switzerland and Liechtenstein are part of Prince William's Dominion, with the following two cities—Saas-Fee and Zermatt, Switzerland—being home to the Inconnu, of which he is a member. This will also bring these two cities under joint control with Lou Michalek, Coordinator of the Camarilla.

Justification:
Canonically, this area has been under Prince William's rule since a few years after his Embrace in 515 AD. These two countries have never left his control under his Imperial Praxis since, being ruled by him and his Childer, who serve him as commanders under his Praxis. This proposal serves to regularize documentation that has never been officially recorded for this region, despite it having been used by the Brujah Coordinator's office for decades and presumed to be already official.

This also allows the offices of the Camarilla Coordinator and the Brujah Coordinator to have a territory dedicated to the Inconnu, as described in the current books, as Guillaume is a critical figure in that genre and Prince of both of those countries.
