THIS PROPOSAL HAS THE POTENTIAL TO AUTOPASS
I, Scott Logan, as Mummy Genre Coordinator, hereby propose the following changes to Character Bylaw 10.k.ii.:

2. Non-Mummy Full Supernaturals benefitting from the products of Amulet or Alchemy Hekau - PC: Coordinator Approval - NPC: Unregulated - Coordinator: Mummy
- Mummy magic item is defined as any item which originates from a Mummy book, intended for Mummies, or is created with Hekau.
After:

2. Non-Mummy Full Supernaturals in possession of Mummy items made by NPC's - PC: Coordinator Approval - NPC: Unregulated - Coordinator: Mummy
3. Vampires and other unnatural creatures benefitting from Mummy Magic Items - PC: Coordinator Approval - NPC: Unregulated - Coordinator: Mummy
- Mummy magic item is defined as any item which originates from a Mummy book, intended for Mummies, or is created with Hekau.
- Unnatural creatures is defined as those creatures typically associated with Apophis or the concept of corruption in the Mummy genre. ("Wyrm Creatures" in Changing Breeds.)
Reasoning:
Having had the old rule in place for some time the org has moved to a place where people seem to understand that you can't buy a Mummy as a Supernatural Ally and have it feed you kewl powerz to buff your PC. At the same time, PC mummies have been making inroads with other genres in an effort to spread the genre around, and I love this. This change will allow PC Amenti and other mummies to barter their items with other groups while preventing the items from being created by NPC Retainers or Allies bought as item-dispensaries.
However, I'm keeping creatures of chaos and imbalance away from Mummy Items as they shouldn't be using anything that isn't a corrupt self-defeating "cursed" item anyway. The ones that PC "Wyrm Creatures" usually get and want to keep (and thus would seek approval from the mummy office) are rarely these types. You're a vampire, my friend, not a creature of Ma'at. I still love you anyway.
I'll probably revise this again next year based on how things go with these changes in place. I'm always looking for ways to clarify the language used in these bylaws.
