[AUTOPASS] [BYLAW REVISION] Change to KOE Rites and Custom Disciplines

I, Tauney Kennedy, in my Duties as Kuei-Jin Coordinator of One World by Night propose the following Change to the OWBN character bylaws for OWBN Kuei-Jin genre.

 

3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

With the continued growth of OWBN KOE genre, I am seeing an uptick in these powers and feel they need to be moved to coordinator approval to keep a better track of balance and the needs of playing in OWBN
