[AUTOPASS] [BYLAW REVISION] Change to KOE Disciplines Power Set

I, Tauney Kennedy, in my Duties as Kuei-Jin Coordinator of One World by Night propose the following Change to the OWBN character bylaws for OWBN Vampire and Kuei-Jin genre.

 

3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

Currently Kuei-Jin Disciplines and Kindred Disciplines are in the Same category of allowed power sets.  While they may use the same name for their powers in the book, they are in fact two very different power sets and should be separated out as such.  This is something of a loophole, as in theory it is possible to gain three power sets instead of the allowed two power sets.  Thus I am closing this loophole.
