Pursuant to Bylaw C. iii. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.



I, Joshua “Pumpkin” Griep, in my capacity as Changing Breeds Coordinator, propose the following character by-law revision. This has the potential to autopass. All bylaw revisions are no legacy.

Reasoning: This Elder-level Red Talon Gift is specifically mentioned as never having been exhibited outside the Tribe and, in fact, is even rare within it (Red Talon Tribebook revised, page 66). It is my belief that we should attempt to keep to this part of Changing Breeds genre as the Red Talons have their own unique tribal culture (no Homids) not seen elsewhere in the genre. This Gift is also one of the most powerful Gifts in the game and its ability to be learned should be heavily scrutinized based on its power level and scarcity. As Red Talons are currently rarely played in OWBN, I feel that limiting it to the tribe of its origin is currently sufficient.
