[BYLAW REVISION] OWBN Custom Content 2.0

I, Adam Sartori, CM For Kings of New York propose the following change to the OWBN Character bylaws:

7.8. Vampire Custom Content that does not appear in an OWBN Packet and/or hasn’t received Coordinator approval is limited to the below mechanics only in instances of Player versus Player (or CVC).  Player Versus Player aka CVC is defined as any Custom Content used against another player character or affects another player character.

                a. The Custom Content May Grant Bonus Traits
                b. The Custom Content May Grant Retests
                c. The Custom Content May Grant Bonus Willpower
                d. The Custom Content May Grant Armor Health Levels
                e. The Custom Content May Grant Extra Damage
                f. The Custom Content May Grant Abilities
                g. The Custom Content May Increase Movement Steps
                h. The Custom Content May Allow Character’s to perceive other realms
                i. The Custom Content May Increase Caps on Influence or other Backgrounds
                j. The Custom Content May perform Thematic changes only, and no Mechanical Ones
                k. The Custom Content May be virtually Identical to an already existing Storyteller Approval printed power for Vampire the Masquerade, but with a slight change in line with the existing power.  An Example would be a Custom Combination Discipline that Takes Inspire Greatness and Changes that is grants Potence to Celerity instead.  It must fall within the same mechanics of the existing printed power.

Anyways, yes my game still thinks Custom Content is a growing problem in OWBN.  Yes I will keep trying to come up with ideas and resolutions to the issues.  No I don’t think Storytellers will police this, and I think the evidence clearly shows they haven’t “Just Say No” and won’t.  My reasons from the last proposal I made remain largely the same.  I think this one just allows a bit more wiggle room for games and STs.  As always, feel free to vote how you like and I won’t take it personally.  This how democratic voting works!
