I, Will Lee, propose the following changes to the bylaws!
Why Will? I am shifting a lot of things around in the new packet. Much like when I disallowed the ability for teaching Chim 5, I am doing the same with magic. Why? It stops games from making me the bad guy. I get fussed at.... a lot. It gives mechanical benefits to those who actually take the time to make a PC with the magic as an in-clan over learning later, and! it gives me a safety net when I approve a NPC that was meant to be a bad guy, and years later is now somehow a PC's mentor as staff change. Why rituals? Occult influence, and other individuals should give STs some local resources. I also don't want to mess with hacking and Aljusuri.
Also made NPC's ST approval. The rare clans are still coord approval, so they are guarded under the approval process. STs want bad guys and plot? Go ahead, dont bog the archivist down, and have fun. It just, again, gives me a net where STs won't turn around and try to ask for them to suddenly be mentors. Also! NPCs are still bound by rarity, so all of these NPCs will be limited to R1 magic without seeking more approvals. R1 Sadhana is going to strait ST approval in the new packet, so it'll help locally without having to come to the team for R1s, unless you fall under a group with an increased rarity.
Why the new merit? There aren't people with Geomancy in-clan, so it gives us a way to make NPC's (maybe PCs) that can actually have benefits. I will likely do the named stuff from the packet, like Zelious, the Triads, Lin Jun, etc.
Pillars are the easiest. They have the Dacian already approved, and the affinity process. It covers learning without a teacher. Dacian who don't take the Rev in clan merit also lose out, so there is incentive to not suddenly drop your in clans post embrace.
Like always, it'll make its way into the packet once Adam and I finish the final edits! (Geomancy is up after Ravnos. It has way smaller changes and should be quick).
Add and remove restrictions all in a prop? Crazy. Bylaws make things cut and dry. Want to know how to teach/learn, now you know!
Final note, why can't you just say no Will? Let STs say no? This is OWBN. People argue, staffs change, and so on. It protects games as much as it protects Coord staffs. STs have difficult players? Point to the byalws. (Steps off soapbox)

You have undergone the secret rituals created by Lin Jun. This change both grants gifts, and makes you a target. You gain the ability to exchange an in-clan with Geomancy, but this comes with as much danger as it does benefits. Lin Jun and her followers are a secretretive group, and many clans will not be happy with another potential source of magic within their sects. Lin Jun rarely bestows this gift on people, and offers no protection should you be captured for wantonly sharing that you possess it.
