For vampire characters the coordinator In charge of this merit will default to their sect coordinator. Should the player character making the request not fall under a sect, it will instead default to their clan coordinator.

We already have bylaws in place to limit Hedge Magic and other magics. Incantation is yet another means to ‘get magic’ and it is my firm belief that this needs to be as regulated as Hedge Magic as it has an equal potential for abuse as Hedge Magic. I personally have seen more than a few Incantations that are more powerful than standard Blood Magic. This is something that needs oversight as it is appearing to have become the new end run around the bylaws regarding Custom Content, Blood Magic and Hedge Magic.
