I, Matt Armitage, in my Duties as Sabbat Coordinator of One World by Night propose the following Meta-Plot for the Sabbat Genre.



3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.



I propose the following from V20 (Rites of the Blood page 39) be added to owbn Sabbat Genre:



Black Cathedrals

The Sabbat makes great use of religious fervor, and such, has a need for sacred places of worship. Small or nomadic groups create personal locations for pack Ignoblis, and the various dioceses may dedicate specific sites for larger Ritae. A Black Cathedral focuses magic like a prism, allowing priests to perform larger and more powerful Ritae. Black Cathedrals are permanent monuments to the strength and faith of the Sect. The Blood Bath to invest a Regent is a massive and unique rite, and can only be performed in a Black Cathedral. The raising of such a Cathedral is a rare and much-celebrated event. Three currently exist: one in Mexico City, one in Montreal, and one in Bucharest.



And the following added to the character bylaws:



5.b.2. Specific Locations

  1. Black Cathedrals

    1. A Black Cathedral is defined as the Sabbat Building in the Onyx Path book, Rites of the Blood page 39).  For a game to possess one of these Buildings within their territory requires Sabbat Coordinator Approval and logged with the Archivist.



—Reasoning—

Currently the Black Cathedrals are a thing Sabbat games have been using (and are allowed to) in the past few years. These buildings should be very rare and important to the Sabbat genre as a whole as per their write-up.  As such, I propose to regulate them to the proper rarity they should be and establish them as owbn canon beyond the games as they have grown and been accepted by the Player base.

Yes, I am aware of the few games that already have these and ran plots for them, they will be allowed to keep them
