I, David Ashby, in my Duties as Giovanni Coordinator of One World by Night propose the following updated Necromancy Packet for OWBN.

 

3.C.iii.Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

NOTE: The packet is the same as what was already posted but the bylaw changes below are what are going to be held too. We will make sure that the one released by Documents when this vote is done removes the Disallow R&U portion on the 3rd page of the packet when it is posted to the website.

—Packet Change Log—

 

  • Updated the introduction section. Mostly adjusting the Voudoun Necromancy write up to reflect the current state of OWbN Voudoun Necromancy and Wanga relationship, and dropping the Afro-Caribbean Sorcery write up. There is also a note there that in OWbN history Clan Nosferatu made a deal with The Baron Samedi that they would never get Voudoun Necromancy. This came about at Midwinter around 2009 when a deal was struck between Baron Samedi and the Nosferatu (DiPadua and several others). A Samedi that thought he was a Nosferatu was in the warrens and in exchange for not destroying him, as well as providing cover and protection for Samedi topside (allowing others to believe that they are Nosferatu) the Baron would not teach his powers of necromancy to any Nosferatu, since the Nos were paranoid that he could ride them while they are in the warrens. Because of this I have added a bylaw adjustment for this prop that will make it so that nosferatu may not have Voudoun necromancy. 

 

  • In the Abilities section we adjusted the Ancestor background to Ancestor Spirit from the Laibon Genre. It will be available to African and Voudoun Necromancy practitioners in addition to Laibon. This has been discussed with the Anarch Coordinator and I have their blessing. I have added the adjusted bylaw in the Contingency prop. 

 

  • Merit: Necromancy Apprentice has been added to the packet to help with ensuring deals with other kindred/cainites without giving them all of necromancy. They may learn rituals without learning paths with this merit. I thought it prudent to make this freely available to STs for their own storyteller uses. 

 

  • Placed a note in the Custom Content description about how all custom content in Necromancy is known by the “leaders” of the various organizations and will be able to be approved to learn by others at Coordinator approval. 

 

  • We separated and broke out all the Necromancy Rarity Charts for all the clans and families. They show the R1 thru R3 for each that fall under their category. This was to make it clear which chart a PC would be using based upon how they came across necromancy whether in clan, blessed by the Loa or stolen in secret. We did mesh a few of the groupings together where they fit. Especially with the Laibon groupings with Ghiberti and the Serpents of the Light, CoD, Brujah Santos, Lasombra Wangatuers in with the non independent Samedi. We are adjusting the bylaws a little to reflect this and open up some of the necromancy flavors up to STs to use for NPCs. 

 

  • There are 2 new paths of Necromancy that are considered Custom for OWbN, Terracotta Army and The Path of the Graveborn along with their write up into the packet. These were added to replace the two paths that we removed from PC hands, The Dragon Path and the Path of Israfil. We replaced these paths due to them being direct copies of Kuei-Jin Disciplines and Rites on an almost word for word basis. The KJ coord for years before this one also was asking for them to be removed and we thought it prudent to make that change. We are adding into the Bylaws that these paths are disallowed for PCs. 

 

  • We have added a handful (7) custom rituals to the packet in addition to the new ritual Celebration of Persephone. These were converted from BNS and given mechanics for our game system. They are logged with the custom content database if you wish to give them a gander for mechanics.   

 

  • We tried to make sure that every flavor of Necromancy was given their own unique rituals that other varying flavor practitioners would have a hard time obtaining over time. The person learning would just need to find a teacher from that Flavor of practice before they could learn. 

 

  • We separated out the combination disciplines that involve Necromancy into their respective base flavor of practice. This doesn’t mean if they practice a different flavor of necromancy they cannot have these. This is just where the combos are designed to fit in first from the books.

 

  • Biblical Necromancy has been added to the packet and to stay true to the book as can be we kept them as just rituals. The book made it seem like it was not a whole new flavor of necromancy with paths associated with it but just that these rituals can be practiced by those of faith and tailored to the caster and their faith. To get them you can either have Necromancy from any flavor or even be blessed with the Merit: Necromancy Apprentice. But the limiting factor is that you can only get them and use them if you have the Merit: True Faith.  

 

  • Finally you might notice that I keep using the term Flavor when talking about the various paradigms that are in this packet. It is my goal that in the next couple of years I can pull the genre away from varying separate paradigms of necromancy and bring them all together in one cohesive grouping similar to DAK is now with their ways of practice giving a bonus to certain rarities and powers. This is to draw more in line with the idea that Necromancy is just singular and that when you cast Chill of Oblivion as a Western Practitioner it isn’t much different than when you cast it as a Mortis Practitioner or even a follower of the Baron in Voudoun rituals. It is interchangeable and should be treated as such in the long run.
