[Bylaws][AUTOPASS] Amendment to Character Bylaw 10.f.i.3.c - Restricted Camps

I, Josh "Pumpkin" Griep, propose the follow addition to Character Bylaws 10.f.i.3.c

Pursuant to Coordinator Bylaw section 3.C.iii: Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

Justification

---------------

Both camps are largely written as the dark side of garou and require a great deal of NPC oversight and solo playing, as well as playing against the rest of the game. Additionally, as written, it can encourage PVP as PCs who are within these two camps will actively encounter resistance and hostility from the rest of the players within the Genre. We believe that because of these complications and the amount of oversight that is required these camps should largely be relegated to NPCs.
