[AUTOPASS] [BYLAW REVISION] Communication Systems Binding in Packets

THIS PROPOSAL HAS THE POTENTIAL TO AUTO-PASS
I, Chase Jelliffe, as Assistant Head Coordinator, hereby propose the following changes to the Administrative Bylaws:
12.A.ii Before:

OWBN Packets are binding documents for use in the entirety of One World by Night. These Packets represent clarification, changes, and direction of a particular genre or game line they are created for as overseen by the By the Office of the Coordinator that created them.

To this end the following are binding in OWBN Packets: Status and Position Systems, Genre Changes, Genre Directions, Prestige or Rank Systems, and Blood Magic Regulation and Approvals.

All other mechanics, systems, or powers that are intended to be regulated must appear in the OWBN Character Bylaws if they are also included in an OWBN Packet.

Reasoning: This was a proposal created from all the all hands Coordinator meeting from 6/5. While we agreed that communication systems would fall under “Genre Directions," we feel that it should be clarified. If a coordinator dictates genre communications (clan/tribe lists, SchrekNET, etc) in their packet and the rules for such communications, it is binding.
