[Proposal] [Character Bylaws] [AutoPass] Updates to include Yulan-Jin and Dhampyr

Pursuant to Coordinator Bylaw 3.C.iii, as the Kuei-Jin Coordinator, I, Ken Shields, in my duties as said Coordinator, hereby propose the following Bylaw changes.

This proposal carries the potential to autopass.

Note that the dhampyr being added to the bylaws are a different creature from dhampir. Dhampyr are the supernatural child of a yang-imbalanced kuei-jin. Dhampir are a vampiric ghoul family. They don't share powers and are different types of creatures with different mechanics and restrictions. Thanks, White Wolf, sure wish you'd come up with a better name! This proposal does not include Grandfathering. The only issues I could come up with were if someone out there has a Jin Hai NPC (in which case you probably shouldn't, come talk to me) or a Kinfolk Dhampyr or Mage (in which case the book says you can't, come talk to me).
