I, Adam Sartori, Propose the following to be added Character bylaw 3.d.vi

3.d.vi. All Primary and Secondary Paths of Blood Magic are purchased at In Clan Discipline experience costs for all PCs, even if they are purchasing it out of clan and do not possess the Blood Magic in clan.

Reasoning:  We discussed and debated this a while back and it was shown that many games across the org are running how secondary paths of blood magic are purchased with different experience point costs.  Some games allow for those with Blood Magic in clan to purchase all secondary paths still at In Clan Costs and others make them pay out of clan costs.  While the game isn’t fair ic, what costs what should be fair on an OOC level across the org.  Now that being said, I would actually be for saying all secondary paths of blood magic costs Out of clan costs across the org.  But when that was discussed there was a lot of push back on that as a punishment, and if the recent xp vote has shown anything we as an org are not about punishing xp.  Furthermore in TT all Secondary paths are actually cheaper then primary paths for everyone regardless of clan or if they have it in clan or not.  Now I am certainly not married to this nor is it a hill to die on for me.  I just think this is the best option that the org might accept in practicality. Having everyone pay in clan costs for secondary paths makes it a bit more fair for everyone and doesn’t make some clans just inherently mechanically better and give a huge advantage to those clans who effectively have dozens of in clans.  At least with this, every pc in theory can be on the same playing field with blood magic.
