Pursuant to Coordinator Bylaw 3.C.iii, as the Demon Coordinator, I, David Niemitz, in my duties as said Coordinator, hereby propose the following Bylaw changes, in conjunction with the vote to replace the current OWBN Fallen Packet (2017) with the revised Packet, The Player’s Guide to the Fallen.

This proposal carries the potential to autopass.

Rationale

----

There are several things being changed here.  First, the Penitent Merit, from the Dark Ages Book Devil’s Due, is being added.  For something not in the core material (Devil’s Due Demons are quite different, with an entirely different power set) it has proliferated more than I am comfortable with.  Going forward it will require a bit more work for anyone who isn’t a Reconciler to get.

Secondly, the Demon: The Fallen printing of Cult 5 is being restricted because it involves a demon PC having hundreds of worshippers “spread across an entire region.”  This is, by definition, beyond the scope of a home chronicle, and should have buy in from neighboring chronicles before it is permitted.  The language of the bylaw is very specific so as to not affect printings of a ‘Cult’ Background with different mechanics for other genres.

The bylaw affecting Lore of Spirit 5 I modelled after the way Spring 5 is handled, as it is a time-limited resurrection effect (no more than 48 hours may have passed since death).

The section on Enchanted Relics in the printed material makes it quite clear that modern Fallen are incapable of creating Relics with more than one power/effect, and yet I have seen item cards in play that do just that.

Finally, buying off the last point of Torment is the equivalent of achieving Golconda/Ascension/what have you in other genres.  I haven’t seen anyone do it, yet, but I’d like to close the door before the horses leave the barn, here.
