[Proposal][Autopass]Toreador Coord Control of France

This proposal is made in accordance with the Coordinator Bylaws, section 3.C. (Subsections ii. and iii.):
3. Coordinator Duties
C. Genre Coordinators
iii. Genre Coordinators must pass before Council any plot, enforced policy, R&U named characters, or binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.
1. If no opposition is voiced during the week of discussion, the proposal is considered passed and enforceable. Once passed these are considered binding to all chronicles and a chronicles refusal to adhere is grounds for OWBN disciplinary measures. Opposition must be in regards to the content of the proposal and must give those reasons why the objection is voiced. This is to allow Coordinator's the opportunity to respond and/or make changes/remove the proposal and its contents.
Therefore, in accordance with their duties, I, Jessica Staley-Carroll as Toreador Coordinator, do so propose the following changes geographic control of the following cities in France:

Avignon, France from Camarilla Coordinator to Toreador Coordinator

Marseille, France from Camarilla Coordinator to Toreador Coordinator

Waterloo, France from Camarilla Coordinator to Toreador Coordinator
Reasoning: The removal of the outdated French packet and the current creation of the updated Toreador packet, in conjunction with the current Toreador genre has changed the OWbN Toreador power structure within France. As Villon consolidates his power, by attracting PCs to his cause, he is also consolidating his power and restructuring France to be completely within his control, though a system of fiefdoms.
The Fiefdoms are a twenty-plus year part of the OWbN Toreador genre, in which Prince Francios Villon does not have a formal Seneschal, but rather assigns Marquis over particular regions. For example, when the French packet was binding, item 60 (the Princes’ List, Appendix A) was under the control of the Marquis Villeneu, which was Camarilla Coordinator controlled.
The other two Domains outside of Villon’s control are Avignon and Waterloo. If this proposal passes, Villon will gain control using boons, bribery and prestation to have those NPC Prince’s leave their Praxis and he will take over, putting the cities into the updated geographic fiefdom system, detailed in the forthcoming new edition of the Toreador Clan packet.
The Fiefdom system is unconventional but does adhere to the current Camarilla genre packet, in that no NPC Marquis carry the status of Seneschal, nor do they claim official standing using the title. It is a courtesy title, denoting who has access to Villon.
This proposal has the support of the Camarilla office. Any PCs with relationships with the former NPC Prince’s of Waterloo and Avignon will continue those relationships through the Toreador office with oversight by the Camarilla Coordinator’s office to insure continuity. No such PC relationships have been reported to the office at this time.
France will no longer have any open Acknowledgement Domains. However, Rome remains open Acknowledgement for Camarilla PCs.
The Gangrel (forests) and the Nosferatu (catacombs) clans will retain their rights to areas of France.
