[Proposal][Bylaws][Autopass] Salubri Creature Type Updates

This proposal is made in accordance with the Coordinator Bylaws, section 3.C. iii. 

Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

I, Zachary Cherry, as Salubri Coordinator, propose the following changes to the Character Bylaws. Parts of this proposal will not be eligible for legacy exemptions.

CHANGE (Character Bylaws: 10. Controlled Items; m. Vampire Controlled Items; ii. Creature Types)

• Salubri antitribu are a bloodline of the Salubri, not a political alignment. A number of PC stories I have seen refer to Salubri antitribu that are hundreds of years old. This is not actually possible as the bloodline was started by Adonai after he awoke in the "early 1900s". Before the 90's, Adonai only had a select few progeny, so any Salubri antitribu existing in that time would have very close ties with Adonai himself. This is something I would prefer that players and storytellers work with Team Salubri on.

• Given that Salubri Healers and Warriors are two castes of the same clan, I have consolidated them into one entry. This does not change their rarity. 

• I have added the legendary third caste, Watchers, to the list of regulated items. V20 says Wu Zao are Watchers, this is not how we have operated in OWbN and this is contrary to previous source material. 

• I changed the Wu Zao entry by removing the word “Salubri”, this has only served to confuse. I also updated the formatting to be more uniform with the rest of the section.
