I, Danielle Frink, as the Head Coordinator, propose the following changes and updates to the Administrative Bylaws. Each change will have the separate rationale for it following the proposed changes.  

 

Revise Administrative Bylaw 3.A.i.3

Currently reads:

3.       Proposals and Voting Procedures

A.      Proposals

                                                               i.      Submission

3.       The email must include the name of the person making the proposal, the chronicle name, and an email address where an Assistant Head Coordinator may contact that person for additional information. The message body must contain the detailed proposal and how it should be integrated into existing bylaws, if passed.

Change to:

3.       Proposals and Voting Procedures

A.      Proposals

                                                               i.      Submission

3.       The email must include the name of the person making the proposal and the chronicle they represent. The message body must contain the detailed proposal and how it should be integrated into existing bylaws, if passed.

Reasoning: The email address is included in the information sent to Council, and AHCs do not follow up specifically to request further information – the entirety of Council does that if necessary. This seems like an outdated practice.




Revise Administrative Bylaw 3.B.ii.4.

Currently reads:

                                                             ii.      Timeframe

4.       After the closing date for voting, the votes are counted and posted. The Head Coordinator and the Assistants are responsible for changes being incorporated into OWBN.

Change to:

3.       Proposal and Voting Procedures

B.      Voting

                                                             ii.      Timeframe

4.       After the closing date for voting, the votes are counted and posted. The Web Team is responsible to update the OWBN website to reflect any changes made to the bylaws, adding Packets to our resource page, and updating any other changes ratified by Council.

Reasoning: The website is the responsibility of the Web Team, and not the Exec Team. This language change reflects that process and demonstrates the various types of updates they would be responsible for.




Remove Administrative Bylaw 2.B.ii.

2. Council

             B. All Administrative and Genre Coordinators may be present on the Council in order to provide information and input to the Council, and on the ST list to communicate directly with member chronicles.

                             ii. All administrative and Genre Coordinators may be present at meetings of Council, should they occur.



Reasoning: Is it really even remotely feasible to have a full in-person meeting of Council? This feels like an unnecessary and outdated bylaw.




Addition to Administrative Bylaws - 3.A.ii.5.

3.       Proposals and Voting Procedures

A.      Proposals

                                                             ii.      Discussion

5.       If requested, the Head Coordinator can extend the discussion period on a proposal up to 7 days.

Reasoning: Currently, the ability to extend a discussion period is only listed under Disciplinary Actions, but real life issues can impact all of our abilities to respond to comments, questions or concerns about proposals. This just formally allows for that extension to be granted.

Currently reads:

3.       Proposal and Voting Procedures

A.      Proposals

                                                           iii.      Second to the Proposal

1.       A Council member, the HC, or an AHC must second the proposal before it can go to a vote.

a.       To second a proposal, post with “[SECOND] [PROPOSAL] Proposal name” in the subject line of the message, where “Proposal name” is the title of the draft proposal. In the body of the message, include the statement, “I second this proposal.”

 

Change to:

A.      Proposals

                                                           iii.      Second to the Proposal

1.       A Council member, the HC, or an AHC must second the proposal before it can go to a vote.

a.       To second a proposal, reply to the original proposal and edit the subject line. Remove the “Re:” from the subject and add [SECOND]. In the body of the message, include the statement, “I/We/Chronicle Name second(s) this proposal.”

Reasoning: Updating this bylaw to reflect the current method recommended to generate a new thread on Council props, and also allow for the various phrasing that is frequently used to second proposals.
