[Proposal][Autopass][Bylaw] Alternate Mytherceria and Obtenebration

Pursuant to Coordinator bylaw §3.C.iii , as the Lasombra Coordinator, I, Anthony Nordman, propose the following changes and additions to the One World by Night Character Regulation bylaws -
 

Additions to 10.m.vii Powers

• Dark Ages Obtenebration - PC: Coordinator Approval - NPC: ST Approval - Coordinator: Lasombra
• Second Edition Mytherceria - PC: Coordinator Approval - NPC: ST Approval - Coordinator: Lasombra  

Rationale: This adds a level of approval to variants of disciplines which should not be readily available for most PCs. I have encountered many PCs running around with in-clan and out of clan Dark Ages Obtenebration. 2nd Ed Mytherceria is not as prevalent, as I've seen - however it is a very different power from standard Mytherceria at many levels, and as normal Mytherceria is already regulated, Notify is not a viable option here, and I would like to have those with the alternative version logged. This has the potential to autopass.

This is being proposed with limited Legacy only for those who possess Mytherceria or Obten in-clan. Any out-of-clan possession will have no Legacy approval.
