[PROPOSAL][Genre][Bylaws] Hunter Character Availability

Pursuant to bylaw C. iii. Genre Coordinators must pass before Council any plot, R&U bylaw revision, R&U named characters, Coordinator-NPC Character Resurrections, territory requests, in character enforced policy, or in character binding edict they wish to use which they can reasonably expect to affect multiple chronicles and these proposals need not be seconded, but go immediately into discussion.

I, Michael Flickinger, as Hunter Coordinator, propose the following changes to the owbn character bylaws. This has the potential to Autopass

Justification

Shih: Not only are Shih rare, but the overall geographical area would be limiting them as well.  This brings them into consistency with other genre’s rare + geographical specifical creature types / races as well. 

Florentine Heresy: The Florentine Heresy is considered a secret organization, even among the Imbued Hunters. As such the Hunter Office would like to have an idea over who is a member and who isn’t. On top of this, the Hunter office would like to start doing more with this faction, and as such having the status as notify will allow us to have a list of PCs/ NPCs that we can further interact with. That is the main reason why we are keeping this as notify only. 

This proposal allows for Grandfathering
