[Proposal] Clarifying Elder Powers

I, Jeff Cauley, Council Member of Baltimore by Night: Dark Harbor do hereby propose the following changes to the OWbN Character Bylaws:

- PCs may never permanently be lower than 8th generation. Any PC that permanently lowers their generation below 8th generation will retire to NPC.
- The highest attainable level of any discipline for a player character shall be advanced.

- The highest purchasable level of any discipline for a player character shall be advanced.
- While a vampire may be able to acquire disciplines beyond advanced temporarily, such grants may only come from NPCs. A PC cannot utilize any method to grant themselves or another PC a discipline beyond advanced level.

REASONING:
It should be clarified that while a vampire can occasionally get temporary access to elder powers, this should be an ST driven event. It should also be clarified that ST's can utilize NPCs with powers such as Shared Strength to grant these powers. Additionally, there are certain PC attainable combination disciplines that allow PCs to temporarily gain phantom levels of disciplines that have been interpreted in the past to allow PCs to have elder and higher powers. This will clarify that PCs cannot give themselves or their allies elder powers and that STs are not violating the bylaws if they use Shared Strength or Inspire Greatness or some other power. The term "attainable" is unclear if it applies to permanent or temporary acquisitions.
