I am re-propping this with changes. To save you the digging:
- Healer Path Valeren is now in the bylaws as disallowed. If you have an NPC with it currently, and this prop passes, please reach out to me for approval for Obeah. I'm not going to say that it's a guarantee that I'll approve it, but I trust STs enough to say I'll probably approve it.
- Watcher Path Valeren is now approval for PCs, notify for NPCs, as Council has made it clear to me that they feel Watcher Path is suitable for OWBN. I've set it to approval. As I hate lying, if someone comes up with a good character concept and it meets the approval of the team, they'll get approved.
I'd like to address something I saw in the voting of the last prop that did not get brought up - Countermagic. In this packet, I am proposing - WITH the Tremere Coordinator's backing, a group of seven total characters with Countermagic. One spot is already taken by an NPC, reducing that number to six. The reasoning behind it is pretty straight forward - these "seekers" are the ones who have made it their entire goal to hunt down the Tremere. As such, they've developed a way to combat the Thaumaturgy that the Tremere routinely throw at them. Beyond that, getting to the Ophanim rank is not a quick process. Doing so and then risking your PC's life AGAIN just for Countermagic is sort of insane, but it gives some players something to go for. Going this route also ensures they have NO OTHER THAUM. We worked to make this an attainable long-term goal, but also have it be incredibly risky and restrictive. I like to think we struck that balance.
