Proposal Type: Bylaw Revision

I, Tessa Cauley, Tremere Coordinator propose the following changes to our Character Regulation Bylaws.
1 - Removal of 10. l. ii. 59 - Gargoyles (Variants)
AND
2 - Change 10.l.ii 58 (copied below from current bylaws)
Gargoyles (Regular)- PC: Coordinator Notify - NPC: Coordinator Notify - Coordinator: Tremere
TO:
58. Gargoyles - PC: Coordinator Approval - NPC: Coordinator Approval - Coordinator: Tremere
Reasons:
Currently, it is easier to play a Gargoyle than it is to play a Tremere. The Tremere are one of the core clans of the Camarilla and while I do plan to propose a change in their rarity to make them more accessible I also feel that Gargoyles should be less common.
This proposal does not include grandfathering. The intent of the original proposal was to release the Gargoyles to serve the Camarilla and assist in taking down its enemies. Since then, many gargoyles turned to the Anarchs or became Independent without any justification or reason. Further reasons stated within the plot are also now largely ignored or forgotten. Thus, this office wants to check if the Gargoyles have been in compliance with the spirit and letter of the original plot and request justification for those that are not.
- Tessa C.

Decatur, IL - USA, The Chaos Within | Abstain
Tampa, FL - USA, Tampa Bay by Night | For
Philadelphia, PA - USA, Honor in the Shadows | Against | There is so much more to this prop than meets the eye, all current characters need reapproval, not just ones created under notify. And any that do not meet the new standards will have to be propped for removal and be invalid for play until approval is granted. Unless the vote to GNC them fails and then they are just not available for play but still active characters. This is far too messy for us to vote in favor for. |

Allentown, PA - USA, Steel Valley by Night | Against | We would be more inclined to vote for this if it included grandfathering. As it goes, we don't feel it's fair for players to have to functionally be reviewed and approved after having years of in character experiences and story. |
Macon, GA - USA, Stolen Hours | For | There needs to be a clean-up. Too many took a 'Wild, Wild West' moment in the R&U rules to get an uber-cool character on the books. There is an uncomfortable number of special circumstance Gargoyles out there. Without the anti-Grandfathering clause, the Tremere Coordinator has no ability to force review of already existing problem cases. Yes, it will be dirty; yes it will be annoying; but cleaning up is dirty annoying work, and Gargoyles need that clean-up. I expect the Tremere Coordinator to be professional and constructive in this process and if, in the end, I strongly disagree with her choices, I am not above proposing exceptions before Council. |
Cincinnati, OH - USA, Shadows of Cincinnati | Against
Lancaster, OH - USA, Never Ending Nights | Against | We are all for further regulating Gargoyles in the future, but are strongly against the no grandfathering clause. |
Columbus, OH - USA, Columbus in Darkness | Against
Ouro Preto, MG - Brazil, Dying of the Light | For
Portland, ME - USA, Blackened Veins | For
Lewiston/Auburn, ME - USA, Shadows and Light | For | We feel that this is a great step toward bringing genre back in line. Gargoyles should not be easier to play than a Tremere. The process outlined for working with the player and minimizing impact to game play is more than fair. |
Lexington, KY - USA, Panders Playground | Against
Gary, IN - USA, Shattered Souls | Against | We are voting against because of the lack of grandfathering. |
Springfield, IL - USA, Capitol City Cauldron | Against | Agree with Allentown. |
Savannah, GA - USA, City of Shadows | Against | While we agree it should be easier to play Tremere than Gargoyles, we are voting against due to the lack of grandfathering. |
Vale do Paraíba, SP - Brazil, Vale Sangrento | For
Washington, DC - USA, Shadows on the Mall | For | The initial prop's plot aspect was not really followed well, and it shows that this needs to be regulated a bit more. Our game does not think it should be easier to play a Gargoyle than a Cam 7 clan, and currently that is the case. |

Athens, GA - USA, Athens After Dark | For
Natal, RN - Brazil, Legacy of Blood | Against | Echo Arizona Anarch. I trully understand the change, but I won't agree this having no grandfathering. There are other ways to work with this genre. |

Edwardsville, IL - USA, Caught in Eternal Twilight | Abstain
Phoenix, AZ - USA, Unchained Arizona | Against | We feel that taking characters out of play because a Coord disagrees with their predecessor and a Council vote is inappropriate. This should have included Grandfathering, to not do so is to punish players for no fault of their own. |
Chicago, IL - USA, New Moon Rising | Against | Grandfathering is a huge issue, not to mention that the "spirit" of this proposal is easily accomplished within our own current system without being so heavy handed, and behind closed doors. Both of which are said to be issues for some. If the time were taken, this would have better outcomes for everyone. Not to mention this is simply "said" to be a problem, but nothing actually to contribute that it actually is. |
